MODA’s Report to Legislative Yuan (April 2026)

To better engage a wider audience, I’ve summarized MODA’s latest activities and Legislative Yuan report, specifically focusing on communication and resilience.

Quick Take

The Ministry of Digital Affairs (moda) is actively building a multi-dimensional “sea, land, and air" contingency communication network to enhance national communication resilience and digital infrastructure.

For maritime resilience, the Ministry amended the Telecommunications Management Act to strengthen undersea cable security and is supporting the construction of international and domestic cables, such as “Taiwan-Matsu No. 4," alongside microwave backup systems.

On land, the Ministry is utilizing Forward-looking Infrastructure budgets to assist telecom operators in deploying disaster-resistant communication platforms and 5G infrastructure, while incentivizing the use of domestic equipment to reach a 40% brand ratio.

For aerial coverage, the Ministry manages non-geostationary satellite services to ensure essential communication during emergencies and is conducting preliminary research for integrating next-generation low-earth orbit (LEO) satellite constellations like Amazon Kuiper (Amazon Leo). Furthermore, the Ministry is proactively managing digital resources by planning B5G/6G frequency bands and participating in international digital ministerial meetings to safeguard Taiwan’s rights in communication resource utilization.

Executive Summary

Based on the report, the Ministry of Digital Affairs focuses its telecommunications operations on constructing a multi-dimensional “Sea, Land, and Air" contingency communication network to enhance overall national communication resilience. The detailed breakdown is as follows:

1. Enhancement of Undersea Cable Resilience

  • Legal Framework: Effective January 5, 2026, Article 72 of the Telecommunications Management Act was amended to include provisions for the confiscation and disposal of tools, vessels, or machinery used in intentional damage to undersea cables.
  • Infrastructure Expansion:
    • International: SJC2 and Apricot cables commenced operations in 2025.
    • Domestic:Taiwan-Matsu No. 4," “Taiwan-Penghu No. 4," and “Penghu-Kinmen No. 4″ are expected to be completed by June 2026.
    • Subsidies are provided to operators for building or expanding secondary transmission routes such as microwave systems.
  • Facility Protection: Four subsidy cases for undersea cable landing station protection were approved in 2025. Starting in 2026, subsidies will expand to include advanced early warning systems and accelerated cable repair processes. (PDF)

2. Strengthening Terrestrial Mobile Networks

  • Disaster Resilience: As of March 2026, 16 high-resilience communication platforms (news) have been completed in regions such as Yunlin, Chiayi, and Tainan. Subsidies support operators in deploying LEO satellite mobile base station vehicles and portable generators.
  • 5G Infrastructure: Utilizing a public-private partnership (PPP) model to accelerate 5G deployment. A differential subsidy mechanism incentivizes operators to use domestic equipment, aiming for a 40% domestic brand ratio in new 5G base stations.

3. Deployment of Satellite Communication Networks

  • Non-Geostationary Orbit (NGSO) Satellites:
    • Starting in 2026, the Ministry centrally manages the maintenance of 196 existing NGSO contingency network sites. (news)
    • Government agencies can now order OneWeb (LEO) and SES (MEO) communication services.
  • Next-Gen Satellite Introduction: Initiated preliminary research on landing and interfacing for next-generation government satellite private networks, with plans to introduce emerging international LEO constellations such as Amazon Kuiper (Amazon Leo).

4. Communication Network Security

  • Critical Infrastructure Protection: In 2025, the Ministry conducted 3 security exercises, 4 protection reviews, and 6 cybersecurity audits using an “All-Hazards" approach (covering natural disasters, human sabotage, and cyber threats).
  • Equipment Security: Revised cybersecurity testing specifications for critical telecommunications equipment (firewalls, switches, routers), incorporating the European Union Vulnerability Database (EUVD) as a reference standard.

5. Spectrum Resource Planning and Management

  • 6G Preparation: Completed technical testing for the Upper 6GHz band (6425-7125 MHz) and analyzed television transmission and cross-sea microwave links. Engaged in international exchanges such as MWC and WRC-23.
  • Satellite Frequency Allocation: By the end of February 2026, 8 satellite frequency applications were reviewed. Services launched include Chunghwa Telecom’s OneWeb (June 2025), SES O3b (Oct 2025), and Eutelsat via Teleport Access Services (Jan 2026).
  • Spectrum Efficiency: Updated the “Standards for the Usage Fees of Radio Frequency" to include satellite mobile services. In Q1 2026, 9 industrial R&D spectrum applications (covering LEO/MEO/GEO satellites, drones, IoV, and 5G) were accepted.

6. Promotion of 5G Private Networks (site)

  • Licensing: As of late February 2026, 142 cases were reviewed, with 127 licenses issued and 32 cases exempted from licensing.
  • Innovation: Introduced advanced technologies like AI RAN and 5G-Advanced. Integrated over 10 solution providers and expanded application benefits to over 100 enterprises.

MODA’s Report to Legislative Yuan (April 2026) 有 “ 1 則迴響 ”

  1. Many thanks for the meticulous summary of the recent reports that MODO has sent to the Legislative Yuan. I find the following particularly interesting because I was aware that the Government was considering Amazon Leo as the main candidate for future low-orbit satellite services provider.

For aerial coverage, the Ministry manages non-geostationary satellite services to ensure essential communication during emergencies and is conducting preliminary research for integrating next-generation low-earth orbit (LEO) satellite constellations like Amazon Kuiper (Amazon Leo).
