今早看到 AMA 之前在美國各地舉辦,爭取摩托車正當路權的宣傳文件:
Motorcyclists Matter: Right-of-Way violations and Motorcycle Safety
第一段內容直接明講,超過三分之二涉及到汽車/摩托車事故,還有將近一半所有摩托車事故,都是由汽車駕駛不當侵犯摩托車路權所造成的。單在 1999 年的期間,在致死的 1319 件重大摩托車事故中有高達38%比例是因為汽車駕駛想要侵入摩托車使用的道次而造成的。大部分的情況是,當摩托車直進/超車/越過汽車時遭到汽車不當左轉撞擊導致。
Over two-thirds of car-motorcycle crashes, and nearly half of all motorcycle crashes are caused by drivers, not by motorcyclists. Of the 1,319 fatal car-motorcycle crashes in 1999, 38 percent involved another vehicle violating the motorcyclist’s right-of-way by turning left while the motorcycle was going straight, passing, or overtaking the vehicle.

資策會鄒景平老師剛好在 e-Learning 心法第 124 講中提到《找兔子的人》,摘錄一段:
大陸國家自然科學一等獎已經有四年沒有頒授了,最近,由中科院上海有機化學研究所物理有機化學研究室所負責的專案獲獎,主持專案研究的是蔣錫夔院士、計國楨教授。
記者在採訪此專案的報導裡,談到的獵兔理論很有意思,也深化了我這幾年對資深人員角色的看法,記者說:「有機所有個著名的『獵兔理論』廣泛流傳:科研好比打兔子,要有知道兔子藏在哪裡的人,也要有會打兔子的人,還要有能撿到兔子的人,三者配合,獵兔才能成功。
蔣錫夔在主持專案研究的20年中,基本上沒有親手做過實驗,實驗主力軍是研究生。他的時間用來幹啥?看文獻。他看文獻,不僅是為了獲取資訊,更主要的目的是尋找文獻中的缺陷和錯誤,為課題研究提出新思路。
閱讀各國的摩托文獻,本意也是試著為台灣的摩扥文化找個可行的出路。鑑史可以知今,持續關注國內外的摩托新聞可以明未來。讓國人再開視野,進而轉化為行動綱領。互勉之。
同樣在 typepad.com 上的 blog,以義大利街頭(羅馬)摩托車的影像為訴求,可以參考一下。
8月31凌晨的北縣蘆洲民族路大囍社區的大火慘劇燒出了「機車違規停放」的嚴重問題,除妨礙車輛通行,一排機車更容易成為「火源」,成為火警發生時火勢由建物外牆往上擴大延燒的媒介。對此,交通部路政司專門委員卓遵餉2日上午表示,近期內會與內政部開會研商,希望目前授權給地方政府公路或警察機關,對於騎樓及未達一定寬度的道路禁止停放機車的相關法規與措施,能夠重新研議從嚴規範。
只要有讀者願意點選閱讀,書寫的 blogger 就會有一筆小額收入。難怪沒幾天就在 daypop.com 上迅速串起。

看完後心理閃出一行字:They are mistaking presentation for content。 以路上每天駕駛人會遇到的「超車」為例。假設目前有甲、乙兩方,各騎一台125cc 的速克達(scooter)在北宜公路上與四五輛車陣同行。兩位騎士分別在不同路段,跨越對向車道,超越前車。甲車騎士沒什麼安駕觀念,猛地在原本不該冒險超車的彎道將前車超越,造成被超越車之駕駛們幹聲連連。乙車在不久後選定另一路段超越前車,動作迅速,毫不拖泥帶水。此一快舉,又讓被超越車之車主們相當不爽。
兩個人的超車行逕是 presentation,以四輪駕駛的角度而言,整個 presentation 的時間也不過數秒。但由於有前者(甲方)給與印象在「時間軸」上的投射,造成後來者(乙方)的超車動作(presentation)必須去「遺傳」前者的印象。因此兩者的 presentation 對於情境下的四輪車主們,都是一樣「快速且魯莽(flash and mobbing)」的。
但是乙方騎士真的是如此不經考慮就做出超車的動作嗎?當然不是的。乙方在超車時考慮了許多因素(這些因素就是 content)。可以粗分為三個象限,分別是汽車與駕駛、道路狀況,還有騎士本身。另外兩個考慮的軸是瞬時變化的時間和空間。汽車與駕駛部分,要考慮的是駕駛方的車種在超車路段時所可能展現的相對加速度、駕駛方在直線和彎道中的駕駛模式、駕駛方的車型大小等。道路狀況包括路的直線距離、鋪裝路面狀況、彎的區率、路線的走勢、天候照明狀況、其他兩輪車種相對位置、當地超車文化等。乙方騎士自己本身則要考量車種加速表現、power band 的掌握。如果是在彎道中超車,那麼輪胎工作溫度和胎皮表現所允許騎士所做出的傾角等等,都是要考慮在內。在乙方決定要超車的那一刻,其實心裡已經不知道把多少的要素計算過了。如何安全的取線和超越前車是所有「content 」產生的主軸;超車那一刻所做出的動作,是屬於具有「flash」型態的 presentation。駕駛者不了解這一個狀況,也沒有足夠的解讀能力,因此,即使乙方安全的超越這些車子,被超越的車主仍然會送一根中指給乙方。乙方有時甚至必須危急自己的安全和路權以求取他方(人、車)的安全,但他的考量,卻不被理解和諒解。
近日來 flash mobbing 的活動,無論是主辦方(奇摩家族一大堆)和嘗試解讀的主流媒體,大多都忽略了這一層次的關係。

I was in lurk mode until safety became an issue!
I read in the AMA magazine about the death of Gary Kunich by being rear-ended at a stop light and observe that this kind of an accident is unlikely in Europe, because of the common (endorsed) practice of splitting lanes or filtering. When traffic stops here, motorcyclists cut to the head of the queue by filtering between the traffic. This practice allows:
* Bikes with a power to weight ratio advantage to take off thereby not
impeding traffic flow.
* Protects the biker from the fate that befell Gary Kunich.
* Prevents grid lock because bikes are constantly compressing the
traffic which eventually opens enough space to allow traffic to flow again.
To me it seems it is time for motorcyclists in America to champion some changes for the sake of safety, there appears to be many areas where their is potential to improve the general situation through creative reasoning and education.
I don’t know if America can adjust to the idea that giving advantages to motorcycles, in situations that benefit everybody. Here in Europe where old narrow streets exist it is not only accepted by the motorists, it is encouraged!
In Europe the riders associations are pushing for better constructed barriers on the highways. I am referring to the Armco barriers held up by angle iron that act as guillotines. Their tendency to chop off body parts from motorcyclists in a fall is being addressed here by the government where selected high risk area’s are being augmented with alternative barrier construction specialty shields to protect motorcyclists. They don’t consider things here like to out law bikes on roads where Armco is used, putting seat belts and/or air bags on motorcycles, or suggest raising insurance premiums like the NHTSA (but I must admit the NHTSA does sometimes get it right, as in their recall of the Moto Guzzi Centauro oil line hoses, but that is a long story).
Speaking of motorcycle safety, there should be a consumer group in the US that evaluates these lunatic products that are made for motorcyclists. I saw a “Pack it on your thigh" advertisement (in the AMA magazine, to whom I have already written on this subject, part of my ‘You’re either a part of the solution, or you’re a part of the problem’ philosophy) and read that this pack ‘could be a solution for carrying all the little things you need on the road.’ My own personal experience this past Christmas with something as benign as a bottle of windshield spray cleaner, carried in a back pack, was that I fell on it and broke three ribs. The bike was OK, and all of me was OK with the exception of where this plastic windshield cleaner was in my back pack. The pressure of that object (which was not so big) was enough that it broke three of my ribs. Given that the thighs are stronger than ribs I can see you might not observe a problem, but the thigh is a major heart pump and anything in a thigh pack that may penetrate the skin stands a chance of hitting a major artery. Don’t be fooled by the ‘ballistic nylon’
claim, it ain’t bullet proof, and in a fall, dynamics come into play that are less than predictable.
There are entire magazines in Europe (such as Ride) that are predominantly consumer advocacy inspired, and consider the best product for the Euro with a motorcycling focus.
Motorcycling is clearly more popular here than in the states, and as such it is more pro-active than in the states. I advise all of you to find a group that will represent your interests, and become more active in protecting you rights.

短期內要靠車友個人提出 proposal(企劃案)並且上的了檯面,讓所有人有些程度的認可和支持,應該很難。所以類似本次遊行串聯租賃業者、同業工會(?)、網路組織、車友個人等的集結模式,應該就是未來可能的路線之一。是已經浮上檯面可能,但不是唯一。當觸碰到「訴求」要藉由正式和非正式路線進入公體系立法程序之時,各團體的權力和領導結構,就必須先做了解。什麼樣的人有什麼樣的資源和能力(專業領域),可以付出什麼樣程度的實質援助,也是很重要的。
網路論壇的好處就是可以跨越許多限制,同時做教育、對話、傳播、凝聚的工作,好好使用這個工具,先培育出良好的論壇文化,我個人認為是第一步。
講到長期的「抗爭」,倒不如向社運團體「取經」。畢竟有許多目前已成為政策的施為,當年也是透過民眾和政商的複雜運作才得以有今日,所以他們的經驗絕對有參考的價值。另外一個是,有時候可以採取公體制的思維來為公務人員解套。意思就是說,準備辯論時要比官員還更了解正式體系的運作過程。這一點就必須結合身在公體系服務的車友。網路上也有人是在交通部裡面工作的。不願出面,就檯面下運作。
公益、媒體、和包裝騎士形象的部分,我個人已經在做了,短期內會有結果出現,但還沒有考慮和任何國內的摩托車界結合。因為說服的工作,很耗時間,倒不如先做,以後再看要怎麼結合。
至於本次遊行,現場有發兩次訴求文稿,文稿地平線那邊可考慮全文上線,但要校定一番,因為有些數據是錯誤的。遊行結果,當天就看到有徵文動作,可是反應不佳(?)。有能力的車友就寫個幾千字送上去吧。不然擔心成果被不當利用收割,那麼放自己的站或是論壇,然後用引述的方式將資訊串聯也是可以。

主流媒體的報導,新媒體開始蠢動的揭示。我已經先在 moblog.typepad.com 上傳了不少 moblogging photos,但若是要作為集團式的 moblog,頻寬絕對不夠。但是簡單的出版流程,應該能吸引不少人直接跳過 blog 的書寫。

Sized motorcycles still face considerable restrictions on where they can be used. Lawmaker Chen said even the large motorcycles had to remain in slow lanes and, unlike cars, were forbidden to turn left at large intersections. Because of this, yesterday’s bikers asked the government to allow motorcycles to travel freely in fast lanes, and on overpasses and expressways. However, officials from both the Ministry of Transportation and Communications and the Ministry of Finance were unwilling to make any promises.
Chuo Tsun-hsiang ( oi>e), an official from the MOTC’s Department of Railways and Highways, said the government had only recently lifted the ban on large motorcycles and had not yet drafted supporting regulations to address the issues brought up yesterday. He said the MOTC would take the protestors’ suggestions into consideration.
Chou Tsung-ming ()P)v>E), a section chief in the MOF’s Department of Taxation, defended his agency’s policies saying his agency had planned to lower taxes levied on the big motorcycles by between 30-50 percent, but the move was opposed by local governments.
Lawmakers and representatives of motorcyclists were unsatisfied with the officials’ response. The organizer of yesterday’s protest, Chen Feng-yun (/A’B), said if the government could not propose any plan for easing the discriminatory treatment the bikers’ received, they would organize a larger protest in three months.
MRF,美國兩大摩托權益促進團體之一,預計在今年九月十八日至二十一日與 Abate Wisconsin 合作,舉辦第十九屆的 Meeting of the Minds。註冊已經開始。

We will host workshops on everything from motorcycle safety to political action committees to European motorcycling issues(歐盟摩托議題). In addition, there will be a presentation regarding “global test bikes(測試騎士)" and the U.S. involvement in globalization of motorcycles.
其實國內在這一次重車遊行活動後,也可以試著來舉辦些 workshop 的研討會,凝聚共識,並且增廣車友視野。
第一場快閃確定告吹,演出者主客互換。此情此景,令人莞爾。如果我在場,見先機已失卻,那我會怎麼做呢?
首先參加前就必須謀定而後動:開 textamerica moblog 電郵帳號一支。邀告親朋好友有照相手機且已申請 GPRS 者,必要出席。集結前半小時,開始分小組行動。盯人、盯車、盯事件還是捉對廝殺,一一囑咐清楚。整點前猛對風聞趕來之媒體做 moblog。時間一到,無論有無閃族朋友行動,棋早先行,快著好幾手。
待媒體意興闌珊欲要離去之時,推派某勇士上前開始大叫膜拜石像。若時間點抓好,此舉必然引起一陣慌亂。拉把機器的、轉頭回望的,還是指點大笑的,不管。勇士此時開跑,但不可太快,以免人家追不上,最好還留一隻玻璃鞋在現場。跑時嘴中呢喃:「怎麼大家都不見了?」落跑動作開始後,迂迴且戰且走,沿路刻意灑落紙條,上面書寫中英兩文,分曰:

About 400 riders of heavy-duty motorcycles yesterday gathered in front of the Legislative Yuan to simultaneously honk their horns for 30 seconds in protest at the government’s exorbitant tax and the denial to their rights to the road.
Organizers of the event said that owners of heavy-duty bikes of 600cc now have to pay a license tax of NT$23,040 per year, five times the NT$4,320 tax for motorists with vehicles having the same exhaust emission.
