當政府看不起穿 T-Shirt 的人們

*1. Digital leaders need a voice in policy.*

前提是要有閒有力有錢,需要的是持續的機制和組織化的作為。若能創造工作,更好。之前的經驗:大部分所謂的社群不是碰「政策」的,政策有許多單位在處理,要能碰的到政策的上中下遊,除非你有閒有名,認識到對的人,才有機會。我在 http://blog.schee.info 針對開放資料的部份,寫了不知道有多少篇的文章,大多跟政策有關。這些政策的思考沒辦法直接發揮用處,要接軌。怎麼接很麻煩的,等著要剝削你的單位很多的。

不言自明,所以才有 SmartGov Conference 的想法。

張善政沒有團隊。

*4. Government must learn how to appoint a person to lead an effort, and give that person the actual authority he or she needs to get the job done.*

再更上位的沒有接觸經驗,就不談了。張善政沒有團隊,目前在科技部和怎麼和行政院科技會報分工,應該也是問題不少。有無實權,也不知道。

*5. Government must stop using “waterfall” methodologies of project management, which assume that planners can anticipate everything in advance, and replace them with the agile style of development that has taken over in the cloud era.*

#opencontracting 才是關鍵,ODM, OEM 或是 EMS 打造政府網站,都沒辦法在最後一哩(針對政府來說)解決這個問題。政府是需要幫助的。幫助不是說就是去做標案,監督、透明化、提供解決方案、正式合作、夥伴關係,都是。
