最近川普團隊使用 Signal 通訊軟體的事件（原始新聞連結）令人感到吃驚，不過我們先不用急，因為台灣各界使用 LINE 的狀況更為令人感覺不可思議。在討論如何「安全」使用通訊軟體我們先採煞車，因為這個問題不是很好回答。兩個人使用跟一群人在工作上必須要使用，從使用者或是從企業管理者的角度來看，考量和選擇都是不同的。但我們先從幾個在台灣以通訊軟體為基礎的通訊服務比較開始，這會有助於被困在 LINE 生態圈而無法提高工作效率和維護資訊安全的台灣廣大的企業，當然這也包含被受困擾的國軍（新聞報導）。
本比較沒有納入台灣企業常選擇的 Teams, Slack 和 U，也沒有曾經被政府支持的 Juiker, Ski+ 等。

看到有政治人物的幕僚因為誤點 LINE 裡面的不明超連結，造成整個帳號被劫持。其實這件事要政府單位出面加強「管管」是個很 “reflexive” 的思考沒錯，但從實務上來說第一天就不應該完全使用 LINE 作為即時訊息的溝通管道。這方面的資訊安全知識在不少國家的政治圈子和國會幕僚群可說是常識或是有相對應的「職前訓練」，但在台灣因為網路用多了，政治幕僚的團隊反而不知道如何處理，所以通常他們也是最容易被攻擊的一群人。

若以疫情後來看，台灣的體能競賽，基本上稍具規模的有三種：一種是兒童「體適能」系統過來的，歷史也比較悠久，目前主要是地方單位在支持。第二種屬於這幾年崛起，偏向比較大型的室內/戶外障礙的競賽，多半是國外以品牌賽事型態辦理。最後一種則是有些歷史但規模仍小，屬於 CrossFit 系統型態的比賽。

On the eve of a typhoon, this memorable day marked the inaugural “Taiwan Ultimate Firefighter International Invitational.” Held successfully at the NFA Taiwan Training Center in Zhushan, Nantou, the event unfortunately had to cancel the second day’s team competitions due to the approaching storm. However, from eight in the morning to eight at night on the first day, we witnessed various forms of tactical strength displayed in extraordinary ways.

I am often asked about the state of civil defense in Taiwan, yet friends who know me well understand that it’s difficult to highlight just one or two specific groups to capture the full picture. Most emerging “civil defense organizations” are oriented toward education and outreach, yet they rarely possess substantial organizational or mobilization frameworks. Taiwan has a range of established disaster response organizations, but in the eyes of Western media, few—aside from Tzu Chi—have garnered adequate research or recognition. These fragmented portrayals hinder a comprehensive understanding of Taiwan’s civil defense landscape. To aid further discussion and help direct the right resources to the most fitting organizations, I’ve created this chart as a reference point.
The idea is based on the “Cluster Approach.”
