極具影響力的美國參議院軍事委員會主席華納七日以重話批評台灣的「終統」一事。他說，如果台海衝突是因為台灣政治人物的愚昧操作而引起，美國未必會全力馳援。

繼美國國務院書面聲明中省略陳水扁總統的頭銜之後，美軍太平洋司令法龍7日也在國會的聽證會上直呼陳水扁的名字，警告台灣當局宣示終統已經引起美軍的關切。參院軍事委員會主席華納更是用重話強烈批評終統，他說，終統可能會讓美國不再盡全力保護台灣。

如果沒有意外，我近日內應該會成為 Motorcycling Australia 第一位台灣籍的會員。Motorcycling Australia 成立於一九二零年，為澳洲總管所有摩托車賽事，核發FIM國際參賽證的唯一單位。這單位的功能，就好比某位選手想要參加由IAAF﹝國際田徑總會﹞所舉辦的任何賽事，都必須先取得地區負責單位所簽核的代表權。以台灣來說，簽核的單位可能就是田徑協會。

好可惜，錯過了這次由米國 MSF﹝Motorcycle Safety Foundation﹞和 FIM﹝Fédération Internationale de Motocyclisme﹞所共同舉辦的「國際摩托車安全會議」。一連四天﹝03/28~30﹞於加州 Long Beach 舉行。給我去一趟，肯定回來可以為國內如靖娟基金會的單位，帶來不少研究上的資源和視野。不要跟我說這種場合每次都只會見到日本企業﹝又是Honda…﹞出席：
The conference is titled “The Human Element” because it focuses on the human factors in motorcycle safety. Now is the time for such a meeting. Nothing affects motorcycle safety more than human performance, thinking and action.
四天的議程分別是：
27 March – Visit to the Honda Rider Education Centre in Colton with possibilities of observing and taking part in various aspects of MSF training
28, 29 & 30 March – International Motorcycle Safety Conference “The Human Element" at the Hyatt Hotel with, among others, presentations on motorcycle accidents (MAIDS Study in particular), braking, rider training programmes, safety programmes, protective clothing
31 March – Riding demonstrations and practical riding at the Veteran’s Memorial Stadium in Long Beach
MAIDS 這份報告的重要性，我之前介紹過：
MAIDS, the first results of a European Motorcycle in-depth accident study – 這份報告實在是太太太重要了。類似的大規模摩托車事故統計，美國也只有一份 HURT Report能在拿到台面上被檢視。我在翻譯NAMS的時候也提到了建立事故統計標準程序的重要性。台灣每年騎士傷亡數如此之高，但在 statistical data 和 methodology 上的投資卻不成比例。這份MAIDS報告耗時五年完成，參考價值超過五顆星。
Chieftain 兄曾經在留言中說希望我可以多在除了部落格外的媒體，寫寫這些東西。不過我可以寫在哪？有什麼刊物對道路安全議題有永續的興趣？另外一點比較現實的是，這不是超大的票房毒藥嗎？其實我也不是什麼專家，只是這麼重要的領域，每年攸關千萬輛機動車和行為人生命安全的領域，怎麼沒什麼認真的單位在做這方面的研究？
剛拿到 FIM 負責這次 conference 之委員會所發的新聞稿，順手寫了這一篇。

今年的 SportAccord 年會於四月三日，一連五天在韓國首爾舉辦，相關運動產官學界不知有沒送人過去。照理說，這應該輪不到我困頓的使用部落格，代庖報導吧……

98年就在看的運動生理學網站也推出了運動部落格。但這不是重點，而是三月十八日在文化體育館有一場開放報名的網聚，有機會和林正常碰面。我十三歲時看過他的《運動生理學》一書，受益匪淺。想想此時可以如何回報，大概就是去參加網聚，給他們一點部落格經營上的建議好了。當然最主要的目的還是我需要認識懂運動生理學這方面的人。
看到第一個專講能源政策和研究的部落格。
